Immediate reactions to potential disasters may be to hide your head in the sands, do something drastic, or the timid approach. None of these are good!
Provide a top-down framework to fix key principles organisation-wide, and then allow managers to develop local solutions within that framework.

If short-term needs are threatening to de-rail the strategic plan, take another look at the plan. It is best to work with evolution rather than against it.
Organisation maturity matters. With maturity comes confidence to stand up to other organisations. It may need re-establishing after a disruptive change.
